H.R. 2575, the Save American Workers Act

Repealing Obamacare's 30-hour definition of full-time employment

On June 28, 2013—the first anniversary of the Supreme Court's decision on Obamacare—Rep. Todd Young (IN-9) introduced H.R. 2575, the Saving American Workers (SAW) Act on behalf of himself and Reps. Pete Olson (TX-22), Mike Kelly (PA-3), and Tim Walberg (MI-7).  This bill that would repeal the 30-hour definition of “full-time employment” in the Affordable Care Act, also known as Obamacare, and restores the traditional 40-hour definition.  The bill was introduced with 113 co-sponsors.  Below is a list of resources that may help you learn about the bill.

Statement from Rep. Young: "[A]s the administration continues to stumble through implementation of the law, many Americans are still confused with how this sweeping law will work and what its impact will be. For hourly workers, though, one thing is already clear: Americans are seeing their hours cut and their paychecks reduced as a result of the employer mandate, a centerpiece of the law.  We were promised this bill would create jobs, and evidence that the opposite is happening is apparent every day.  Chalk it up as yet another broken promise from those who brought us Obamacare.  Repealing this redefinition [of 'full time employment'] and restoring it to the historical norm ensures this bill not only protects working poor and middle class employees, it also ensures that laws governing employment are consistent."

Statement from Rep. Olson: "As atrocious as the government intrusion into healthcare is under Obamacare, the 30 hour definition is tying the hands of employers by forcing them to reduce many of their part-time employees’ hours.  This is a direct hit to job creation and the pocketbooks of struggling families, single parents and young Americans who need to work. Obamacare is wreaking havoc on our economy and it's not even fully in place yet. That's why I have opposed this law from day one and will continue to do all I can to protect Americans by voting to fully repeal it and ensuring we protect employees when possible."

Statement from Rep. Kelly: "As expected, Obamacare is making America sick. Every day I think of all the families whose premiums will unfairly rise and the small businesses back home in Western Pennsylvania that cannot grow because of this fatally flawed program. One of the law's worst symptoms is that it is driving a wedge between business owners nationwide and the associates they proudly employ. Middle and lower-income workers are wrongly seeing their hours cut and their pay reduced. For all of the parents being forced to find extra jobs to make ends meet, and consequently losing the precious time they'd otherwise be spending with their families, the Affordable Care Act is proving quite unaffordable and terribly uncaring. The Save American Workers Act would help the unintended victims of the president’s law and I am proud to stand behind it as an original co-sponsor.”

Statement from Rep. Walberg: “As Chairman of the Subcommittee on Workforce Protections, I believe that repealing this redefinition of full-time employment and replacing with the traditional 40-hour standard will help protect workers and business owners.  As we get closer to the January 2014 implementation of the President’s health care law, it is becoming clearer that more and more hourly workers will be receiving notice of reduced hours and less work because of compliance concerns. I remain committed to protecting jobs, growing a healthy economy and stopping policies that hurt Americans but that is much more difficult with the burdensome repercussions of Obamacare standing in the way.”
